Brexit: Government publishes new guidance on customs and border controls

The Government has published new guidance on UK customs and border controls ahead of the end of the Brexit transitional period.

The new regime is set to come into effect from 01 January 2021 in three stages to help exporters and importers of EU goods prepare amid the Covid-19 pandemic.

Published today, the Border Operating Model sets out the actions traders, hauliers, ports and carriers need to make ahead of the deadline. This includes:

  • Hiring or training a customs intermediary to complete and submit declarations
  • Applying for a duty deferment account, enabling duties to be paid once a month rather than on individual consignments
  • Preparing to pay or account for VAT on imported goods
  • Ensuring you have International Driving Permits
  • And applying for a GB Economic Operator Registration and Identification (EORI) number

The guidance also includes information on “all of the processes and systems, across all government departments, that will be used at the border”, as well as “clarity on the end to end journey for moving goods across the border” and “information about controlled goods and new government systems that will support trade”.

Combined, the UK Government says it will have “the world’s most effective border” by 2025.

“The publication of the Border Operating Model is an important step which gives business the certainty and direction they need to prepare for the end of the transition period when the UK becomes an independent trading nation for the first time in nearly 50 years”, said Michael Gove, Chancellor of the Duchy of Lancaster.

“We are committed to working closely with businesses and the border industry to help deliver not just a fully operational border at the end of the transition period, but also the world’s most effective and secure border by 2025.”
